A problem similar to Andrew's. While in the BLOCKS PALETTE, the Current Drawing tab, if I right click a block, the option to Copy to Favorites, is greyed out and unavailable.
I was really loving this option just a few days ago.
I copied that folder (C:\Users\cspen\AppData\Roaming\Autodesk\AutoCAD 2022\R24.1\enu\FavoriteBlocks - Copy)
right beside it-self to do a bunch of editing on the blocks and their names.
Now the Favorites tab in the BLOCKS PALLETTE is empty. Curious and annoying.

Check your file path in the Options > Block Sync Folder Location:
Try the suggestion provided on the help.

Tried that, but no. I could not quite get it to work.
But like so many things, a work-around was found.

My work-around is to load all my favorite blocks into the LIBRARY tab of the Blocks Palette instead of the FAVORITES tab. For reasons hard to define I fancy the Blocks Palette over Tool Palette or design center.
