The only way I can picture accomplishing something like what you want is [contradicting your prohibition] to have, in Paper Space, a Layout used only for working-in-Model-Space operations [not for Plotting, etc.], containing one Viewport encompassing the whole drawing.  It doesn't need to contain any other Paper Space elements.  You can do your work in Model Space through that Viewport, where you can VPFreeze any Layers you don't want to see there, but they will still appear in other Viewports.
