You may need to turn your OSNAPS back on. Depress your F3 key to turn them on and off. To change your OSNAP settings, type in OSNAP at the command line.
Does this help? Are there any other issues?
If not, post screenshots of your ABOUT and GRAPHICSCONFIG command pop-ups please and confirm your OS please.

Do you have SNAP [i.e. "grid" or "positional" Snap, not Object Snap] set to a large value so that no Snap positions are within the drawing area?
Press F9 to turn Snap off, and/or set the Snap value to something smaller, and see whether that fixes the problem.

That's normal, pickbox is for selection objects.

@Anonymous , another consideration relative to my first reply is that by default, grid SNAP does not operate when you're not in a command, which is why you would see the pickbox and crosshairs before you start a command. But you can get it to operate at all times with the SNAPGRIDLEGACY System Variable. If you turn that on [set it to 1 and have SNAP turned on], and if the problem is the size of the SNAP setting and no grid positions being within the drawing area, then you would not see the pickbox or crosshairs even when not in a command.
