Is this a block, or shape, or something else?

While cludgy, if you want it to be readable by anyone else, you should use an AtuoCAD block, instead of a private character. Private kinda means 'private' and is probably restricted to your machine.
Option B, use Arial Unicode for that character, and choose U+03A6 (greek capital Phi) and underline it.
