When you open a drawing in a current version of AutoCAD, the drawing is in the current version .. Saving back to a lower version (2013) creates a 2013 format version of the file, but while in memory it's always the current version.
I don't have 2022 running on this machine at the moment, but did try copy-paste between 2021 and 2014, using simple linework. And got similar results, with an extra session of 2021 opening temporarily and giving me a useless OLE object (not even the lines showed up).
workaround : WBlock the linework you want to copy, and insert as a block into the destination drawing. You can save the Wblock as a 2013 format if you like that format. and it works between 2020 and 2022
