No. An oxymoron consists of an adjective conflictingly modifying a noun.
Examples:
jumbo shrimp
tall midget
neat mess
hot icycle
soft rock (though that is a music genre)
military intelligence
I have heard a couple of them and the rest I made up.
The point is that a slug is sloow enough even without being paraplegic. I
was just exaggerating to amplify the dilemma.
So, an oxymoron would be a speedy slug.
