It seems like you have already figured out how to drag the Command Line window back up to add more lines.  Note that in newer versions of AutoCAD, the history shown when you drag up is gray, not white like the rest of the command line.  If you start typing and entering commands, do you see that gray area filled up with commands?

If that's not the issue, please share a screen shot so we can see for ourselves what is going on.
