Burst is an express tool, written in the 1990's.  The error you are getting is typical in recent versions of AutoCAD when an older error handler attempts to use the command function, probably to do an undo end.  The command function is no longer supported inside an error handler. See "About Express Tools"

I'm wondering though why you are destroying potentially valuable content in your drawing by exploding and bursting.  Is this part of a plan to export to another CAD system or to disable the CAD file in some way so that it can't be changed by others?  If so, be sure to keep a usable copy.
