Apart from people's comments here, do you drawing everything 1:1 scale in model space?

When you say the circle looks too small, did you view your drawing on layout?

If it is the case you may have to change the viewport scale to suit.

By looking your question again I guess you placed grid numbers on layout? If so it should be alright.

Otherwise 1/4" texts (grid numbers) in model space are definitely too small when your drawing is in 1:1 scale.

A circle is the locus of a cursor, starting and ending at the same point on a plane in model space or in layout such that its distance from a given coordinates (X,Y) is always constant.
X² + Y² = C²
