Are your units settings appropriate? UNITS or -DWGUNITS command.
Or, are you drawing in model space of presumably a floor plan? What you're getting would be as though you drew a 1/4"-radius Circle on the floor of the building. The right size depends on the scale at which the drawing will be plotted. If that's 1/4"=1'-0" scale, then something that should end up at a size of 1/4" on paper when plotted needs to be 1' in model space in the drawing. If you are using paper space Layouts with Viewports into model space, you could draw it in paper space at the size you intend, and use the CHSPACE command to transfer it into model space if that's where you want it to be, and it will scale it appropriately.
