AutoCAD Snaps Snapping further from Point Specified

I have been using AutoCAD for some time. I have 2 versions at home (AutoCAD 2016 and AutoCAD 2012). At work I use AutoCAD 2014 and AutoCAD 2004. I also use an overlay program at work called OmniCAD which is used for sprinkler system objects.

I created a drawing in OmniCAD scaled at 3/32" and began drawing. Went great, and got it almost all the way done. I brought it home this weekend to finish it up so that it can be resubmitted. Opens up, saves, everything is great.

Except for one thing. I went to move one of the heads to it's new location while using snaps. Once I clicked the location that I wanted it to end up at, it shot down about 1/3 of the drawing more before stopping. I thought that it may have snapped to an alternate snap point by mistake as I tend to leave snaps running so I hit F3 to turn them off and then selected my points via Shift+Right click and placed the object where it needed to go, but the same thing happened.

I felt that this may be caused by drawing in full scale vs 3/32" scale so I changed it via theAnnotation Scale in the lower right and tried again. Still no dice though. I am at a loss as to how to remedy this. What should have been a simple process has turned into a much bigger ordeal.

If I have left out any information that is needed please ask as I will be trying to keep this open in the hopes that it will be answered soon so that I can get back to the project I had intended to work on. In the meantime, I will be working on another drawing.
