I am having trouble with a question as blew:
" 'Palm Tree' block in the block editor and change its base point to -20.28,17.11 coordinates. Close the block editor saving changes in the block. What is the distance between point P and the point on Palm Tree block where all leaves merge as shown in the following image? “

Distance: 712.99 meters.
I'm guessing you really want to draw in feet and inches. It looks like you accidentally used a metric template, not imperial.
If you print to scale you will have issues. But if you simply want to use print to fit then scale won't matter.

Depending on your inputs ...
If do you want to make a basepoint while you're in block editor try to use Basepoint parameter from Block Authoring Palette .

I figured out how to change the base point in the block editor. In the palette, I selected the basepoint, then enter the desired location, -20.28,17.11. Existed and saved the change. The base point changed.
Then, I changed "Decimal" in the Primary Units which is in the dimension style. Then, I got a solution which matches the solution of the question.
I hope my question and my solution could solve someone else's questions regarding how to change the base point of the block.

With shifted tree position and sloped dimension you may need to review your issue !!!!

It seemed like I couldn't delete or edit a base point that is created in a block because I didn't see it inside the block editor. Today I can see it and was able to delete it. I wonder whether it was a setting got turned on or something when I restarted autocad.

There are dozens of free LISP and free add-ins that do just that over the decades, have you not had a chance to look them up? I'll get you started here

If you are only wanting to wait for Autodesk to build something in for whatever reason, you can us REFEDIT or BEDIT command do to what you want, or go very old school and recreate the block from scratch.

I'm not quite sure what you are asking. The base point of a Block is not an object, so there is no such thing as deleting it. It is a location in relation to the drawn elements in the Block. You can change its location in relation to the drawn elements, if that's what you mean by "editing" it, in the Block editor. The wording "a base point that is created" is puzzling to me. You designate the base point when you create the Block, but that can be by accepting the default that it offers [0,0,0] if you don't specify something different, so in any case it will have a base point without your creating it. Is the implication that you think the Block doesn't have a base point until you create one, or that you can create additional base points? A Block cannot exist without one, and can have only one. But then, everything I've said is about what AutoCAD refers to as the Block's insertion base point. Are you talking about something else, and if so, can you describe it, and its function in the use of the Block, in different terms?

In parameters menu of the block editor, there is an option to add base point parameter. Once you add that, there is no way of changing it. Read other posts if it is not very clear to you.

if you are talking about a basepoint parameter,
you are able to MOVE this parameter while inside BEDIT.

Start MOVE
select the basepoint parameter
or select the basepoint parameter and start move command.
Click first point
Click target point
Done
