If the PDF drawing is to scale (e.g. 1/8" = 1'-0"), you would bring the drawing in at a scale factor of 12 x the denominator (assuming architectural foot-inch units), so 8 x 12 = 96 scale factor. If it were at 1/4" scale, it'd be a scale factor of 48 (4 x 12).
If the drawing is scaled to fit and not a known scale, then a known dimension (such as a door opening) is a good way to adjust the scale. You can use the SCALE command and select the Reference option. Draw a 3' line at the edge of the door opening (assuming a 3' door) and then scale your PDF by reference to that 3' line.
