I used to be able to right click on a viewport and an option to lock or unlock was there. The option is no longer in the shortcut window. How do I turn it on??

First left-click-select the Viewport on its boundary, then right-click.

The viewport is not locked.
If I left click the viewport then right click a shortcut box comes up but no option to lock, unlock, off, etc. I used to be able to but since upgrading to 2021 this started happening. Am I missing something in "options" say under shortcut menu??

Oops, I gave you a wrong answer.
Ask the Civil3d group and see if it happens to them with 2021 version.

If that's a change in 2021, you can at least pick Properties... from that pop-up menu -- locking of the Viewport should be a choice in the Misc category [unless that has also changed].

Yes excellent that works I didnt realize they added a lock/unlock button at the bottom. ty.
The right click shortcut menu shows viewport options in autocad but not in Civil 3d. I dont know why. It must be a Civil 3d issue....

So it looks like has happened before a glitch in the CUI. See below link to another post....
I do not dare change the CUI.
Hopefully Autodesk will read this and fix the error for the next update!
