Dimensions switch to inches when dragging from (or to) a point that has been dimensioned already.
The issue:
When dimensioning in paper space, dragging a new Dim line from a point that has already had a Dim line placed, switches the units into inches (from mm).
Secondary units aren't present, and I have confirmed that this is the issue by deleting the already present dim line and placing the next one as fresh.
Why does this happen and how in the name of all things good in this world do I stop it?
The images show what I am saying- whichever dimension is placed second when the dimensions end on the same point - will be in inches not mm.

as you can see from below image , your issue caused by DIMLFAC System variable . for all other right dimensions the value = -20 except for the wrong one = 1 . honestly i don't know how this issue appeare BUT you can use Match Properties (MATCHPROP command) to solve your issue.

I Have always worked around the problem by dimensioning to a random point first, then moving the now established line to the point it should be located.
However it was about time I looked for a solution.
