Exactly. In the "old days" before the Block command used a dialog box, you had to go through the step of picking an insertion base point in the process of defining a Block. But for many years now, under the dialog box, 0,0 is always the default insertion base point, though it seldom has any real relationship to the drawn parts of the Block. It's too easy to not notice, and not give it a base point that has some relationship, so it's common to end up with a meaningless base point. I wish it would somehow not let you proceed without specifying a meaningful one, but I don't know how that could be done with a dialog-box interface. Maybe it would be a little less meaningless if the default base point would always be something like the current center of the screen, instead of 0,0.
After it has happened a few times, you will start to remember that every time you define a Block, you need to specify a base point that makes sense for it.
