Using Toolset in AutoCAD 2021

My work machine was just upgrade from AutoCAD 2018 to 2021.  It was my understating that toolsets, such as the Electrical Toolset, are now included with AutoCAD (no separate electrical version).  The problem is neither myself or the IT guy who installed AutoCAD 2021 can figure out how to use/enable/install any toolsets.  I am primarily interested in the Electrical Tool set.

nope they are separate installations that you download/install from your Autodesk account

this is only available if your on a subscription plan of Autocad or a Collection if your on a maintenance plan you do not get access

That's all marketing BS.=, you did not read the fine print.

They are still separate programs, and if your subscription offers it, here is how you install the variant you need https://knowledge.autodesk.com/customer-service/download-install/download/download-collections-tools...
