Hi,
open a new drawing and then set the units in mm and then save as the drawing as template(.dwt)
now type in the command "QNEW" and then select this template. So that next time when you click on a new drawing it will be set to mm.

You are using the wrong template (acad.dwt instead acadiso.dwt for example)
or without templates: Your setting is wrong (Measureinit=0 instead 1)
For New files, not based on a template, you have to set MEASUREINIT to 1
But..
You should use a TEMPLATE file.
Start a NEW file, set up all what you need every time (Textstyle, Dimstyle, Units..)
and save the file with file extension *.DWT
If you use NEW command, select this *.dwt
and/or
Set up your Quick New setting! for QNEW, so you don't have to select this file every time by hand.
Command: Options, Files, search the node for QNEW and add your new created *.dwt as default template.
BUT BUT
If you worked in the past this way:
New file (where MeasureMENT is set to 0) and then you only changed the UNITS setting/INSUNITS),
then you have a problem now, or later.
Depends on your Measurement setting, Acad uses the imperial or metric definition of linetypes and hatch pattern!
It is q big problem to merge them in one file..
From this point: Hope you get all information and help you need, i am out.

Units are a drawing setting. If you are opening drawings with units set to inches, that is most likely intentional. If you are starting a new drawing, you are using the wrong template.

Drafting is a breeze and Revit doesn't always work the way you think it should.

based on a template file (dwt/dxf/dwg) you are using the wrong template.
If you start without a template, your MEASUREINIT setting is wrong.
