I did a fresh install of the OS to clean up any potential leftovers from the various attempts. I forgot to mention earlier that the OS is Win7 Professional. I did not upgrade manually to .NET 4.8 this time, letting the AutoCAD installs do their own .NET installation.
After installing AutoCAD 2018, I installed the License Update from your link before installing AutoCAD 2019 because of the advisement in the link.
I did not see a change in version for the program listing for Autodesk License Service (x64) – 5.1.4. After the 2019 install there was a second entry for the License Service (7.1.4).
Unfortunately, the same problem occurred after installing the 2019.1.2 update (blank/white screen). I tried re-running the License Update just to see, but it silently exited.
Another thing to note is the original Product Version listed for AutoCAD 2019 is 46, and the 2019.1.0 update gets me up to 103, so some version after that the issue occurs.
