I don't understand that part. In the image, you have given it that location as plain X,Y coordinates in relation to the current Coordinate System origin. That wouldn't necessarily have any relationship to the "boundary of rectangle" if by that you mean another already-drawn one. Your input format is correct [though as already described, the inches mark is not required], but what are you really trying to do, and what does the other rectangle have to do with it?
