Palette Blocks and Correct Layer On Insertion, Palette Icons

I have created a drawing with all of our blocks in it for use in tool palettes. When I set up the palette on users' machines the default is for the blocks to go to the current layer. I want them to go to the correct layer, i.e. a water valve block go to the water valve layer.

 

I know I can select the blocks on the palette and change their properties and the default layer there. But I have a hundred blocks and several users using the palette. My question is: How can I set the default layer at the front end, that is, at the palette drawing or when first creating the palette (which is then imported to each user's machine)?  Do I set everything right on one machine, export the palettes, then import those palettes on the rest? If I do that should I be concerned with overwriting or cluttering up the palette folder with duplicate files and folders?

 

Also, the blocks on some of the palettes are represented by blank, white squares. How can I get the block icon to appear instead of the white square.
