Palette Blocks and Correct Layer On Insertion, Palette Icons

I have created a drawing with all of our blocks in it for use in tool palettes. When I set up the palette on users' machines the default is for the blocks to go to the current layer. I want them to go to the correct layer, i.e. a water valve block go to the water valve layer.
I know I can select the blocks on the palette and change their properties and the default layer there. But I have a hundred blocks and several users using the palette. My question is: How can I set the default layer at the front end, that is, at the palette drawing or when first creating the palette (which is then imported to each user's machine)? Do I set everything right on one machine, export the palettes, then import those palettes on the rest? If I do that should I be concerned with overwriting or cluttering up the palette folder with duplicate files and folders?
Also, the blocks on some of the palettes are represented by blank, white squares. How can I get the block icon to appear instead of the white square.

With our palettes, which were copied to everyones machines, I was able to select all blocks on the palette, right click and specify their layer in my master version, then when it was copied to everyones machine, the settings pushed through. We dont deal with exporting and importing palettes, just setting the path.
The white square typcially is because there is no image file, or it has been deleted, you should be able to right click on the tool and tell it to create an image.

Thanks, I will try that on the block icon.
How did you copy the palettes to everyone's machine? The import process is a PITA so if there's an easier way I would like to know it.

When we first started, all of our customization was housed in a network location and everyone accessed it from there. I found that was a pain because any time I wanted to make a change, everyone had to be out for the change to the palette to hold. Other updates were easy though, as they could be updated on the fly (lisp routines)
When we switched to 2019, we started copying all support files to a local directory using a robocopy script, allowing everyone to run everything locally, and on login, it would refresh with any required updates.

Thanks for the help. I did the "master" tool palette on my machine, then exported all to a network location. I went with a network location for now, removed the local palette folder from the support file path in OPTIONS, leaving just the network path and it works fine.
I will see how it goes when I need to modify/add to a palette. I get here earlier than everyone else, so maybe I can update the network files then.
