I want my text to print out 3/16" high in a paper space drawing scaled 1 1/2 inch.  (11 x 17 print out)

I set up a text style that is 3/16" high and I selected it in the dimension style. 

When I dimension the object and print it out it is bigger than 3/16 high.  Why??

The floor plan is drawn on "Floor Plans TEST.dwg"

The dimensioning is done on "Plans Annotated test.dwg"

The paper space is on "Sheet1 test".dwg"
