you can however place drone photos, and overlay title drawings from a government agency and regular maps (openstreetmaps.org) to set up longitude and latitude lines on a custom drawing. But don't expect Autocad to do any of the setting up part for you… once you have it set up you can align drawing units to align with GPS coordinates for a small area like 400 acres without any significant distortion due to creature of the Earth etc.  Have done similar in the past for site drawings.

Lots of surveyors will output their field measurements into a plan with street and other map data for you that can be opened in any CAD software you choose to use. 

As for mobiles, you haven't describe the use case in any detail to hazard a guess, but Autocad can export PDF maps and drawing which any mobile device can load up and provide access to.
