It is a session wide all-tabs all-locations-in-a-dwg-file on/off switch, there is no built-in "only do it here but not there" option. That's always been the case, no variation in earlier year versions. Perhaps back in the day you relied on "display Plot Style" setting for your layout pagesetups, and not actual LWEIGHT settings?
