Lock an xref to a point so I can move the base drawing without moving the xref

I have a situation where I create an xref file early in a project.   Let call the base file "File A".   This is Xref'd into "File B" which is the main drawing file.   

 

Inevitably what happens is the project evolves and the items in file B move and adjust.   Then they obviously move in File A and I have to go back and move and adjust all x-clipped Xrefs in file A.   Its time consuming and requires management and time.   

 

Is there a way to lock the xref to something other than 0,0,0 world UCS?   Like a data point or lock a UCS to the File A drawing?   

 

Any insights from anyone would be appreciated.
