Looks like you zoom too deep into the drawing area. AutoCAD has to regenerate drawing when you zoom out at some point, that is why you cannot continue with COPY command - AutoCAD needs to REGEN, but it can't because COPY command is active.

 

If you need to copy something in such situation, you can temporary create two viewports: one for "deep" area, another with area where you want to copy the object. Switching viewports doesn't require regeneration during COPY command.

Another way - use clipboard  - COPYBASE and PASTE commands.
