Flexnet Publisher folder related to AutoCAD licence, so the step #2 is not necessary in your case. Just ignore it.
The alert "‘Folders on your computer the AutoCAD needs access to are not available. AutoCAD cannot run until folder permission issues are resolved” shows that AutoCAD version you are trying to launch is not compatible with macOS installed on your Mac.
