Hello, im trying to change the color of a whole layer . Im selecting the layer from layers, and from property inspector im trying to change the color that wont change , even the lineweight wont change. The layer is not frozen it cannot be frozen actually .. what to do help plz .. i have autocad 2016 on mac

What macOS version do you have on your Mac?
If 2016 version is supported on this macOS, then:
if you are in Model - ensure that all objects on the Layer you want to change Color and Lineweight have Color and Lineweight properties "ByLayer"

can i check if all are set to by layer in a quick way ? Because the drawing i took is big and i want to modify stuff

Select all objects in the drawing and look at the Properties Inspector - you will see Color and Linetype property for all selected objects - make sure they set to "ByLayer"
If you select more then 25 000 objects, then you won't see information in Properties Inspector. In this case you can select one part of objects, then another part.
Or set PROPOBJLIMIT System Variable to 0 (zero) to be able to see properties of all selected objects. But keep in mind that this could affect AutoCAD performance, the default value for this Sys Var is 25000.

I see its set to by layer( you can check the picture ) , now its supposed to change all lines color within the layer when i change one line color? ( on my autocad its not changing the color of the all the lines )

No, you have to change Color property of the Layer, but not only one line on that Layer.
I see you view your drawing inside viewport on Layout, so check also are there any Viewport Overrides for the viewport you are using to look at the Model:
- In Layout switch to Parer Space (PS command),
- Select viewport, right-click on it
- Select "Remove Viewport Overrides for all Layers" from context menu

I think its still the by layer problem ... because after doing what you told me to do im selecting lines from the layer and theyre property are still a certain color not by layer

Are these objects a part of block?

everything in the photo is part of a layer called (land hook line) . btw I'm not being able to see if its formed out of blocks its not me who did the drawing ... but in the drawing blocks , there is one or two with cyan color

I received your drawing.
I changed color property for all objects in your drawing to “BYLAYER"
I used CHPROP command for this:

Command: CHPROP<- Hit Return here
Select objects: Specify opposite corner: 77884 found
Select objects:<- Hit Return here
Enter property to change [Color/LAyer/LType/ltScale/LWeight/Thickness/TRansparency/Material/Annotative]:C <-Type C and hit Return here
New color [Truecolor/COlorbook] <varies>:BYLAYER <- Type BYLAYER and hit Return here
Enter property to change [Color/LAyer/LType/ltScale/LWeight/Thickness/TRansparency/Material/Annotative]: <- Hit Return here
Now all colours in the drawing will have “BYLAYER” color property.
