Annotative objects can and will scale themselves up or down depending on the scale of the viewport. Annotative objects can also be made invisible at designated scale factors. This allows you to annotate a single model that is meant to be displayed at different scales - with the same printed text size.

 

For example, if you are drawing a 5 acre site plan with a 2000 S.F. house on it, it would be difficult to dimension the width of a door when viewing the entire 5 acres. But in a viewport that shows the detail of the door, this dimension would appear and be scaled to the same overall printed text size.
