I would like to create a plane with a shape removed from it. Surface trim doesn't seem to work when the object is on the interior of the surface.

Have you tried REGION command?

You can create Region objects from closed poly lines and then use SUBTRACT command to cut a hole:

Subtract seems to work for solids, but I would like to create a plane or surface with a "subtraction".

Thank you for your attention to detail. That is exactly what I'm looking for. I have extruded the model and it seems to work fine.
With that said. I am still unable to replicate the results.

Do you mean you cannot subtract inner rectangles from the "plate"?
Are you using SUBTRACT command correctly?
When you start command, you need to pick an object from which you want to subtract ("plate" in this case), then you need to hit Return, then AutoCAD asks to select objects you want to subtract - now you select all inner rectangles, then hit Return. Rectangles should be subtracted from "plate".

For me, AutoCAD will only say "Select objects" with a dialog in between the first and second return press. (See Photo) I have tried selecting the plate again after the dialogue, with no luck.

You are trying to subtract from Surface object, but I wrote about Region object.
Please look how it works on my side:
I have polylines (closed), then I convert them to Regions with REGION command, then I use SUBTRACT command.
