I would like to open a .PLT file that was made with CNC software in AutoCad to use the tool path geometry as part of a design. I have access to AutoCAD for Mac 2020 and AutoCad LT 2007 for Windows. Neither seem to allow me to use the PLT2DWG Express Tool. What am I doing wrong?

Express Tools are only available on AutoCAD for Windows, not LT, not Mac.
There are hosts of 3rd party viewers out there that can also do it, explore on the web.
Just realize PLT is not a static single format file type (like DOC or PDF etc.), it's just a plot to a specific driver directed to a file instead of a device. You may or may not find an accurate representation of the content.
