Model & Viewport Object Locations Do Not Match

I have everything in Model space as I'd like it to be, but when I go to my Paper space to publish the drawing, the objects and/or dimension lines have moved slightly within the viewport. I have gone back and forth to double check and don't know why they are not where I need them to be. 

Any ideas on what magical combination I pressed to make this happen and how to rectify it? Screenshots below for examples.

Are you using annotative text and dim styles by chance?

Hi Ashley,

You forgot to attach screenshots.
And it will be better to share the drawing itself here instead of screenshots. This will allow to investigate the problem deeply.

I'll try attaching the screen shots and I've also attached a copy of the data file with all the sensitive client/project information removed.

Hi Ashley,

That is because not all objects in your drawing are on the same XY plane. If you will look at the drawing from the front direction, you will see:

Plus - in the "Electrical Locations" layout the view direction is not perpendicular to the XY plane, that is why some blocks are visually shifted.

If you will activate viewport in "Electrical Locations" layout and use PLAN command, then zoom back to the area you need to see, previously "shifted" objects will be in correct place.
