OBJECTS SNAP TO DIFFERENT AXIS
I have moved the UCS, and am able to draw my first two rectangles as I expect, on what is now the XY plane. However, after that, the rectangles will only go in the YZ plane, and I can't figure out how to get them to draw on the XY plane. I can copy the original rectangles and manipulate them to the correct shape and location, but obviously this is a lot more tedious. Any advice? Using AutoCAD 2018 for MAC.

Doesn't seem to fix the issue. I am also encountering an issue where I can't turn a rectangle into a region. I'm trying to follow along with a tutorial, and just can't seem to make these things work. I don't know what I'm missing.

Show me which part that you want to turn into Region, because I drew rec. and have no problem turned them into regions.

You not only moved UCS in your drawing, but also rotated it in 3D. So the XY plane of the current UCS is perpendicular to YZ plane of WCS - that is why you can draw rectangles only in "vertical" position.
I also don't have any problems with REGION command, it creates regions from any of closed polylines in your drawing. Can you show which polyline you cannot to convert?
