Where you cannot see transparency?
If - in the drawing area, then verify that "Show/Hide Transparency" button on Status Bar is turned on (System Variable TRANSPARENCYDISPLAY=1)

If you don't see transparency when you print (save to PDF), then verify text you checked "Print transparency" option in Print window.
