AC 2019 has its own new Quick Look plugin for DWG file format and after you install 2019 version Quick Look uses this plugin.

You can check it by executing:

qlmanage -m

in the Terminal app.

Maybe that can explain this. But I'm not sure, because I'm not a developer - I'm ordinary AutoCAD user, just like you are.
