I took your blocks between platforms several times and as long as I do not change the file format then everything behaves as expected.  For instance, if I am working in AutoCAD 2019 (Windows, and save the file to a 2018 format, I can open it in AutoCAD 2018 for Mac without seeing any strange issues. I can then save the file and move back to Windows and the attribute locations are still correct.

 

When the file format is changed to an older version such as 2013, then the attribute location does change.  This has been logged with the team for them to investigate.
