Any changes you make in modelespace appear in paperspace layouts: viewports in paperspace are just windows into modelspace.
But... if you just want to hide certain layers inside viewports in each paperspace layout then you need to go inside each viewport and set a layer override to have it frozen/off. BUT you have to keep ALL layers on/thawed in modelspace for it all to work, and/or you need to work through viewports only.
