Use point filters when selecting the destination point, so you can ".X" and ".Y" (or ".XY") to get the two ordinate values in the XY plane, then you can ".Z" a higher point if you have something to snap to. If you don't, then you can select the destination point as "From...", pick the destination point, and then put in a relative location such as "@0,0,15". Or, drop it into place then do a MOVE with the relative distance.
