Scale aerial to draw on

Any help will be greatly appreciated!

Using Autocad LT 2017 for Mac.

I want to draw on an aerial of a building lot to scale. I have good reference distances.

I've gone through the tutorial a few dozen times but my version departs from the instruction whether I approach using ALIGN (command) or SCALE (command) https://knowledge.autodesk.com/support/autocad/learn-explore/caas/sfdcarticles/sfdcarticles/how-to-p...

SCALE option:
I select the image of the aerial I imported and press enter [at this point my program departs from the instructions. i.e. the instructions do not match with what is available on my screen.]
I click at the bottom Left corner of my template to choose my base point, then it goes straight to asking for my reference points (if I press R, as the instructions indicate, it says "Specify scale factor or ... and there is a dropdown saying "Copy" and "Reference" or if i type "R" it acts like its wanting me to type a word that it will give matching options to.

When i skip the "R" step and go straight to clicking on reference points, my image ends up waaay bigger than the document i'm working with, but also is much to small - when i draw a line, it is about 15' across versus the 166' I was going for.

The ALIGN option ends up with my image at an odd angle and also not the right size.

I'm not sure what I'm doing wrong.
