If you have scanned PDF file - I'm 100% sure it only contains raster data which AutoCAD cannot concert to vector format.
If PDF was created in AutoCAD, Adobe Illustrator, Archibald, Vectorworks, Inkscape Affinity Designer or similar vector based editor, then AutoCAD can convert such PDF to DXF.
