CUI editor in AutoCAD for Mac allows only create custom commands (macros) and assign them to pull-down menu and to the Tool Sets palette buttons.
BTW, when BLOCKEDITLOCK is set to 1 (as in your case) double-clicking a dynamic block in a drawing opens the Properties palette. If the dynamic block contains attributes, double-clicking the block reference opens the Enhanced Attribute Editor.
