Red dots and plan askew on screen but lines drawn still align with other lines

All of a sudden I have these little blue dots appearing on my lines and when I move one line they all move.  Also, at the same time my drawing is askew on my screen (not level onscreen) however, when I draw a line from one point to another it follows the same askewed image.  What have I inadvertently done?

Hi,

You need:
1. Delete existing Parametric constraints with DELCONSTRAINT command:

2. Turn of Infer Constraints by setting system variable CONSTRAINTINFER=0
