Hi Nadia,
That is because of incorrect settings for the default units in your drawing. You need metric units, but default drawing is Imperial.
You need to set system variable MEASUREMENT=1, than create new Layout, set paper size to A3 portrait, than create viewport and set it scale to 1:250. Now everything should be correct with the area viewable inside the viewport.
