Text rotate problem. screenshots attached

I'm having trouble rotating text to align parallel with a boundary line. When I ROTATE the text and click close to the text to specify a base point, the text automatically desides to rotate at a 185d40'48" to the base point. Then when I specify the text to PARALLEL osnap to the boundary line, it makes the text perpendicular to it. I don't have any osnaps checked other than NODE and I shift right click to choose PARALLEL osnap when rotating text. I'm thinking it might have something to do with my drawing UNITS, the class tutorial I'm following tells me to set them to DMS, precision: 0d00'00", clockwise, North 270d0'. I've attached screenshots to show what's happening.

Have you tried to fine-tune dim text rotation via Properties palette:

I was shown another way to rotate the text by a classmate yesterday and wanted to post it here. After clicking ROTATE > BASE POINT I would them click or type REFERENCE and make the reference line a straight line under the text. That makes the rotate function use the bottom of the text as the reference point as to where to make it parallel to the other object.
