After changing MEASUREMENT system variable you need to reopen the drawing.

When I tested your pattern, I added it to the end of acadlt.pat file:

 

*ZIGZAG, Staircase effect
0, 0,0, .125,.125, .125,-.125
90, .125,0, .125,.125, .125,-.125

;; User Defined Hatch Patterns
;; Add any hatch patterns that you define to this section of
;; the file to ensure that they migrate properly when

What if you will create new drawing from acadlt.dwt template? Can you see your pattern in it?
