Model Space acting like paper space when scaling from layout

In a drawing that has mulitple layouts, I've had the strangest problem. When in any old layout and in model space, when trying to rescale the drawing, the entire work area is scaled as if it were in paper space when I gave the command. i creatated a new layout in the same drawing and everything works properly. Any ideas why the old layouts do not want to scale properly?

Hi,

It appears the viewports in old Layouts are locked. In order to verify this - select viewport while you are in Paper space, than look at the Status Bar icon with small yellow padlock, alternatively you can use Properties palette when you select viewport - "Display Locked" property should be un-checked.

That was the issue. I'm not sure how it became locked, but now is seems to be working properly.
