Welcome to Autodesk Forums!
Hi,
You forgot to attach CTB file, without it I cannot test your drawing.

it seems like when i have scale lineweights checked it makes all the lineweights the same no matter
what scale i'm printing at. if i turn it off then the lineweights vary.
does this mean that my ctb weights are just totally off?
won't let me attach ctb file. do i have to include it when i export?

I think "Scale Lineweights" option could be an issue, Have not tested myself though.
When I need to scale down or scale up my plots from AutoCAD (PDF files) I usually use Preview app:
After non scaled PDF created in AutoCAD, I open it in Preview app and "plot" it to another PDF with different paper size and "Scale to fit" option.
