Regarding to the measuring: which command do you use? Is it MEASUREGEOM, than it works in such a way:
- you call the command, than you need to select an option (Distance, Radius, Angle, Area, or Volume), than make measurement with this option.
- if you need to exit command, than you need to use X option after first measurement:

 

Command: MEASUREGEOM
Enter an option [Distance/Radius/Angle/ARea/Volume] <Distance>:
Specify first point:
Specify second point or [Multiple points]:
Distance = 679.4494, Angle in XY Plane = 270, Angle from XY Plane = 0
Delta X = 0.0000, Delta Y = -679.4494, Delta Z = 0.0000
Enter an option [Distance/Radius/Angle/ARea/Volume/eXit] <Distance>: X
Command:

 

You can also try to use DIST and AREA commands.

 

Regarding the problem with hang whe you use "Select File" dialog during INSERT command - I don't have any ideas for now. Am I correct: after restarting AutoCAD the problem goes away for some period of time?
