So, the working theory here is that the OP is viewing a Revit File that was created in a prior version - one that did not have 3D Scope Boxes?  So, I guess those aren't 3D Scope Boxes in the OPs screenshot.

No, no. All versions of Revit that have scope boxes can display scope boxes in 3d views. But only beginning from Revit 2019, users can apply/assign a scope box to a 3d view.
